Strategy process 2025
Municipal Act, section 37
The municipality must have a municipal strategy, in which the council decides on the municipality’s long-term objectives for operations and finances.
The municipal strategy must take into account:
1) promoting the wellbeing of the municipality’s residents;
2) organizing and producing services;
3) the service objectives laid down in laws concerning the municipality’s tasks;
4) ownership policy;
5) personnel policy;
6) the residents’ opportunities for participation and influence;
7) developing the living environment and the vitality of the area.
The municipal strategy must be based on an assessment of the municipality’s current situation and of future changes in the operating environment and their effects on the implementation of the municipality’s tasks. The municipal strategy must also define how its implementation will be evaluated and monitored.
The taking into account of the municipal strategy in the preparation of the municipality’s budget and financial plan is regulated in section 110. The municipal strategy shall be reviewed at least once during the council’s term.

Messages from children to the strategy

Things important to children are: eating, running, friends, sleeping, cousins, brother, soft toy, mother and father, going to daycare, sister, learning, ice cream, playing, stroking, hugs, help, exercise and being allowed to be outside.
Steering group
Members of the steering group are Marko Ahtiainen, Reijo Löytynoja, Kuura Helanen, Jaana Kivistö, Matti Rytilahti, Piia Aitto-oja, Merja Taponen and Petri Hakamäki. Chief executive Riikka Moilanen is the presenter and administrative secretary Pirjo Alijärvi is the secretary.
