Connections and roads

Answers are based on long-term local observations, planning, and studies; traffic studies from 2016, 2020 (Trafix Oy) and analysis of the site’s traffic on 23.12.2022 (WSP Oy).

How do you see the local landowners and other stakeholders responding to the increasing traffic volume?

Rastikangas, and particularly this part of the industrial area, has been designed for traffic-intensive operations. This is well known. In the same area, a grocery distribution center has operated without issues for nearly two decades. The surrounding housing is sparsely populated, and considering environmental impacts, it is located sufficiently far from the target area. The traffic connection to Highway 3 (Vt 3) occurs through Road 292 (Mt 292). Plans are in place to accommodate the increasing traffic volume with changes related to the road (new plot connection Välirasti and connections for light traffic).

Traffic analysis

In the operational area, employee and goods traffic are separated. The plot is planned to have its own heavy traffic connection, Välirasti, which will make traffic smooth and safe.

How do the condition of the roads and connections meet the needs of traffic volume and HCT combinations?

Vt 3 is the main traffic route in the country, where traffic is directed through the Virala interchange. The interchange area, with groundwater protection, connection parking, and bus stops, has recently been renovated, so the structural condition of the interchange and bridge is as good as new. Light traffic on the bridge crossing Vt 3 is separated from vehicle traffic.

The road connection between Rastikangas and the interchange is classified as a good road in both geometry and dimensions. This allows, among other things, for a functioning and safe solution for the new plot connection. Changes required for large vehicle combinations, as presented in the traffic analysis on 23.12.2022, will be implemented at the interchange.

A new, grade-separated interchange on the motorway, planned to be completed in the middle of the MORE area at the Janakkala and Hämeenlinna border, will create an even more functional traffic environment.

How has the strain caused by traffic volume and the size of combinations been considered in road maintenance?

This road is also the busiest entry route to the municipality’s main town, Turenki, making it one of the municipality’s most important traffic routes. Therefore, its maintenance is of the highest priority. This road connection is expected to come under municipal maintenance responsibility in the long term and thus also under its decision-making. Cooperation with the Road Administration (Ely/Väylävirasto) has always worked well, and we advocate for the importance of this issue to local stakeholders.

Can you describe the organization of public transport in the area considering the requirements of shift work for public transport?

Janakkala is part of the Hämeenlinna regional public transport area. Public transport is organized in cooperation, ensuring the continuity of travel chains across a wide area.

In planning public transport, the specific needs of a new and large employer are taken into account, tailoring times and routes to fit work-related travel and other travel networks.

The Turenki town area is part of the region’s so-called traffic corridor mainline, with very extensive bus connections. Travel chains from outside the region are seamlessly connected to the Virala express bus stops at the Vt3 interchange and the main railway station stop at Turenki station.

Workforce

We ask you to describe how your area’s workforce and your organization can meet the workforce needs of Post. Could you also describe your organization’s potential cooperation with local educational institutions as far as their programs are relevant to Post’s staffing needs?

In Turenki, Janakkala is the center of all jobs in Finland. Nearby are also the population center of Finland and the GDP center. Within a 30-minute drive from Janakkala, there are 120,200 residents, and within a 40-minute drive, there are 242,800 residents. Its location on Finland’s growth corridor along the main railway and the Helsinki-Hämeenlinna-Tampere motorway allows for fast commutes from municipalities along the main routes. In 2021, express bus stops were completed close to the motorway at Rastikangas, significantly enhancing public transport options for commuting.

 Janakkala area profile from the perspective of location and accessibility

The municipality of Janakkala is already managing its own employment services, as it participates in an employment municipal trial. This means that local workforce issues are strongly under the municipality’s control, with services close to both businesses and job seekers. Cooperation with businesses and educational institutions is active. Employment services assist businesses in recruitment comprehensively, providing ready-made operating models such as facilitator partnerships, employment partnerships, training path partnerships, employment vouchers, employment bonuses, and wage subsidies.

Five significant education providers operate in Janakkala and neighboring municipalities, which have committed to ensuring workforce availability in the municipality of Janakkala. Vocational institutions offer programs in logistics, professional logistics qualifications in warehousing logistics, and vocational qualifications in cleaning and property services. A new large logistics training unit is set to be completed in 2025 in Rastikangas, close to the plot offered to Post. This provides exceptional synergy opportunities for workforce acquisition.

Hämeen University of Applied Sciences has 7,300 bachelor’s degree students and 620 master’s degree students.

We ask you to describe the availability of rental housing in the area and its location in relation to the area you offer.

In addition to the private rental housing market, Janakkala’s own subsidiary, Janakkalan Asunnot Oy, which is under corporate governance, also rents apartments. This enables a quick and customizable response to the changing housing market. Housing needs can be met flexibly through modifications of the existing housing stock or new construction. Over the past year, the company quickly addressed the municipality’s challenge of housing Ukrainian refugees.

Janakkalan Asunnot has 596 rental apartments, of which 475 are in the nearby town of Turenki, about 5 km away.
The majority of the apartments are located in apartment buildings in close proximity to services. The rental level is reasonable, averaging €10/m2. Normally, about 20 apartments are available for rent at any given time, and on average, four apartments change tenants each month.

The company plans to build 50 new apartments in the next two years. Currently, Janakkala is assessing housing needs, which will be taken into account in new developments.

Janakkalan Asunnot is a reliable and genuinely resident-oriented housing company. It is a flexible partner for businesses that are comprehensively considering solutions to workforce issues.

Buildability

The buildability of the plot, i.e., foundation conditions, has been investigated through load-bearing core drilling studies, which have been supplemented and interpreted with field data on two occasions.

Surface surveying and soil research
The area has good load-bearing capacity and moderate elevation variation; surface soils can be utilized in nearby landscaping areas. In conventional construction, the foundation method is ground-based with frost insulation and capillary breaks. There are no height restrictions for construction, and building underground is also possible.

What is the latest status of the area plan and the expected schedule for confirmation?

The detailed plan is legally valid. The area of the plot is 22.4 ha, with a permissible building volume of e=0.50. The intended use is for industrial and warehouse buildings (T), as per the project. A building permit can be applied for immediately, and there is municipal technical readiness for the use of the plot. The plot can be divided directly for the buyer; the detailed plan does not require binding plot division, which speeds up potential modification schedules.

This part of the Rastikangas industrial area is reserved for large logistics units and is therefore equipped with special site-specific solutions. The master plan is legally binding. A new sub-master plan is in the proposal phase.

What are the boundaries of the maximum-sized plot?

In addition to the plot K102T4 according to the detailed plan, it can be connected or separately transferred additional areas already designated for industrial use and other land. The largest implementation option covers an area of approximately 44.5 ha. The area boundary for the entire area with extremes is shown in the attached maps:

Is the land located below Rastivainiontie possible to connect to the plot?

The area is negotiable as an expansion area, like other nearby plots, referring to the previous question.

What is the latest status of the zoning change for the expansion area and the expected timeline for the process?

Planning can be initiated immediately or as needed. Typically, the detailed plan achieves legal status within a year from the start. We prepare plans as our own work and maintain good readiness and networks in land use planning.

Heating and energy

Is it possible to implement geothermal heating solutions in the area?

Yes, there are no obstacles to geothermal heating. The nearest reference site is a fire station with geothermal wells located in the neighboring block.

In a strategic location, energy supply needs to be secured through a dual network. How can a dual network be implemented in the area?

The electricity supply is managed by Elenia Oy. Supply security can be ensured in the desired manner with supply lines from various substations. The area is in close proximity to the main network, where there are hardly any disturbances in energy distribution.

Climate and responsibility

We ask you to describe the relevant climate and responsibility goals for the area and more broadly for your city.

One of Janakkala’s strategic goals is that sustainable development is a natural part of the municipality’s everyday life. This encompasses not only the educational mission of the education department but also everyday life in municipal properties and major strategic decisions.

Janakkala is involved in the Hämeen Ilmastovahti project coordinated by Hämeen University of Applied Sciences and the Hämeen Regional Council. The region is committed to the goal of being carbon neutral by 2035.

Janakkala is also part of the municipal KETS energy efficiency agreement. Greenhouse gas emissions have decreased by 35% from 2007 levels to 2020.

Janakkala, and especially the MORE business area where the offered plot is located, is part of a network of eco-industrial parks. The network’s role is to exchange best practices in the circular economy and monitor developments in the field in Finland and globally. Significant groundwater protection measures were completed at the motorway connection near Rastikangas in 2021.

At the beginning of 2023, the preparation of Janakkala’s own climate plan will begin.

Good examples of Janakkala’s social responsibility include the Road to becoming a Unicef Child-Friendly Municipality, the Participation Program for diverse citizen engagement, and the Together handbook for supporting community activities.

Janakkala’s climate work in broader terms

The goal of the Nature Municipality initiative has been to develop a network of Nature Wise Municipalities aiming for targeted action, established this January. The Janakkala municipal council decided to apply for membership in the network and to initiate the drafting of a climate plan and a biodiversity program on 15.5.2023.
