Land use master plans and projects

The municipality must prepare an annual review of ongoing and upcoming planning matters in the municipality and the regional council that are not of minor significance (MRL § 7). The planning review presents the municipality’s planning situation: regional, general, and detailed planning, as well as current development and general plans.
The planning program contains the most important planning and development projects from the municipality’s perspective, as well as land policy measures for the years 2022-2025.
The Planning Program 2022-2025 was approved by the municipal board on December 20, 2021, § 523.
The land use principles for lakeside living and the affordability zone map were approved by the council on February 7, 2022, § 4.
The structural model aims to resolve the long-term development principles of urban structure and the need to update current plans. The presentation of the structural model, which expresses the municipality’s land use intentions, is strategic, and the reference year is 2030. The structural model is not a plan in accordance with land use and building legislation, but opportunities for interaction are reserved for various phases of the planning process in accordance with the participation and assessment plan.
The Janakkala municipality’s land policy program was first created in our municipality in 2023. The land policy program outlines the objectives of land policy and the key means of land policy. The land policy program provides the best understanding of the current state of our municipality’s land policy, what factors guide land policy decision-making, and what means the municipality has for implementing land policy.
Land policy refers to the municipality’s activities related to the acquisition and transfer of land areas, the drafting of agreements leading to these, land management, and promoting the implementation of detailed plans. The land policy program provides information about the municipality’s land use-related operational policy for applicants, landowners, construction companies, and new decision-makers.
HEHKU – Häme’s vitality and good living environment network work.
The goal of the project is to crystallize Häme’s uniqueness as a living and everyday environment and an attractive relocation destination. The aim is to create a brand for living in Häme by developing old urban areas and selected traditional rural environments. The municipalities involved in the project are Hämeenlinna, Forssa, and Janakkala. The project is executed by Tampere University and is ongoing from January 1, 2023, to December 31, 2024.
Janakkala’s project area is the Harviala manor area.
The project area is the core triangle of Turengi’s town center.
The work maps the current situation of the area and seeks a common vision for the area’s development, actively involving local actors and property owners. The goal is to consider the needs and objectives of the participants and reconcile them by collaboratively planning the best possible vision for the development of the target area. The work is being conducted by a consultant (Sitowise), and the work is expected to be completed in January 2024.
A steering group consisting of central actors, property owners, and municipal decision-makers and officials was selected for the project. The first workshop was held among the steering group on September 8, 2023, where the starting points for envisioning the town center triangle were defined. The consultant prepared three preliminary planning concepts based on the discussions held during the workshop.The second workshop on October 25, 2023, invited a wider range of central actors and representatives from different user groups. The final steering group meeting was held on December 8, 2023. The town center vision was completed on February 5, 2024.
