Mother substance permit
Extraction of stone, sand, clay, and soil requires a permit from the municipal environmental protection authority according to section 4 of the Natural Resources Act (555/1981). The permit decisions are made by the licensing committee under the technical board of Janakkala.
A permit for the extraction of natural resources is applied for using a form (application and extraction plan) along with supporting documents and plans, or a more informal application that includes the necessary items as required by regulations to a sufficient extent. The permit application, extraction plan, and other attachments must all be submitted in paper format in two copies.
Application for a permit for the extraction of natural resources
A permit for the extraction of natural resources and an environmental permit for the same project are processed together and resolved with the same decision unless it is deemed unnecessary for a specific reason. An environmental permit is generally required in natural resource extraction areas for rock blasting, crushing of stone materials, or utilization of surplus soils. A joint permit can be applied for with a single permit application.
A fee according to the rate schedule is charged for the processing of the natural resources permit, and 50% of the fee according to the rate schedule is charged for the environmental permit.
A permit for the extraction of natural resources is not required if materials are extracted for personal ordinary domestic use related to housing or agriculture and forestry. The use must be related to personal construction or the maintenance of access routes for one’s own property. Selling natural resources always requires a permit.
Even domestic use extraction must be planned so that its impact on nature and the landscape remains as minimal as possible. Special attention must be paid to extractions in groundwater areas to ensure that groundwater quality does not deteriorate and the quantity of water is not endangered. Sufficient protective layer thickness must be left above the groundwater level. After the extraction of natural resources, the domestic use extraction area must also be cleaned and the edges sloped to be safe. Performing aftercare work often prevents the creation of unofficial landfills at old natural resource extraction sites.
Extractions exceeding 500 m³ for domestic use must be reported to the municipality from which the natural resources are extracted or have been extracted. The notification must include information about the size of the extraction area and the intended use of the materials. A map must be attached to the notification. It is advisable to contact Janakkala’s environmental protection for new pits to be opened for domestic use.
In joint areas, the requirements set out in section 3, subsections 1, 2, and 4 of the Natural Resources Act must also be followed.
