Grants
According to the Rules of Procedure 28 § 5, the welfare committee decides on grants for sports activities.
The application period for grants has previously been twice a year, but from the beginning of 2025, the application period for all grants is from March 14th to April 15th at 15:00. Any unallocated grant funds may be distributed at a later date.
The welfare committee grants general and targeted grants at its discretion for sports activities in Janakkala. The distribution of grants for sports services occurs within the framework of the appropriations approved annually by the municipal council in the budget and as determined by the welfare committee in its annual budget implementation plan.
The forms of grants are general grants and targeted grants. The welfare committee decides on the grants based on the presentation by the welfare director. The head of sports services acts as the preparer of the decision-making. The funds approved in the council’s budget are distributed between general and targeted grants at the discretion of the welfare committee.
The general principles for grants from the municipality of Janakkala have been updated in accordance with the general principles for grants previously approved by the municipal executive.
There are also specific emphases for the types of grants. General grants for sports have a scoring table. Application announcements may specify certain focal points, which will be presented to the welfare committee before the applications are made public.
Payments for general grants are made immediately after the decisions become legally binding, while payments for targeted grants are made retroactively against expense receipts. The welfare committee may, within the framework of appropriations, also open grant applications at other times. Information about application periods will be announced on the Janakkala municipality’s website.

Grant decisions will be processed in the welfare board’s meetings in May and June.
- The supported activity must support the municipality strategy with one or more criteria.
- The supported activity must implement the municipality’s goals for promoting wellbeing and health, which can be seen in the municipality’s welfare report (in Finnish).
- Grants aim to increase and diversify the services offered to residents.
- The applicant must comply with applicable laws and regulations and principles of good governance.
- The municipality of Janakkala is a Unicef child-friendly municipality – all partners must also comply with the principles of the UN Convention on the Rights of the Child.
- Each grant applicant must commit to preventing bullying and harassment in their activities and ensure the realization of equality and non-discrimination.
- Additionally, the grant recipient must commit to reducing any potential environmental and climate impacts in their activities.
- The grant recipient must publicly acknowledge that the municipality of Janakkala has supported the activity at an appropriate occasion.
- based on a written application submitted according to the guidelines during the application period (application form and attachments)
General grants may be awarded to an association
- that is registered in Janakkala, and whose information is up to date in the association register and that operates in Janakkala.
- the grant is specifically intended for activities aimed at Janakkala residents, the majority of participants must be Janakkala residents. The board may deviate from this requirement for a special reason.
- that meets the general criteria for receiving a grant, eligibility is stated in the introductory text of each grant application announcement.
- that has set goals for its activities and the key performance indicators by which it measures the intended outcomes.
Targeted grants may be awarded
- for project-related costs (e.g., training, events, camps)
- to an association whose main activity is something other than sports, but is applying for support for a project-related sports activity organized as a secondary activity.
- targeted grants may also be awarded at discretion to a working group for a specific purpose and activity
- based on implemented activities and verifiable expenses.
- primarily for the implementation of events and other projects in Janakkala. For justified reasons, targeted grants may also be awarded for the implementation of an event or other project outside the municipality.
- The minimum grant awarded is 100 €.
- expenses arising from business activities (Income Tax Act § 23).
- purchases made with personal benefit cards (S-bonus, Plussa, Lidl Plus, etc.) that were bought for the association.
- general grants are not awarded to an association until it has operated for at least one calendar year.
- Additionally, the association register must be up to date before a grant is awarded.
Targeted grants cannot be awarded to an association
- If a general grant is awarded to an association, a targeted grant cannot be awarded for activities that can be seen as related to its annual core activities (e.g., permanent coach’s salaries, annual camps, tournaments, or competitions)
- for events or projects whose primary purpose is fundraising.
- for travel expenses
- the grant must be used for sports activities.
- the organization receiving the grant is obliged to participate in the organization of activities arranged and organized by the municipality.
The municipality has the right to verify the accounts and activities of the grant recipient and related documents to ensure compliance with the grant conditions.
The municipality has the right to reclaim paid grants if the grant decision is annulled during the appeal process.
The grant recipient loses its eligibility for grants if it transfers grant-eligible activities to a third party.
Changes to the purpose of the grant or extensions of the grant usage period must always be requested in writing from the granting authority. Well-justified changes are possible, thus avoiding the return of paid grants.
Granted funds must be requested for payment by the end of December of the grant year at the latest. The grant recipient is obligated to return the paid grant or a specified part of it if:
- The grant has not been used during the granting year, and no extension for its use has been requested
- If the grant recipient does not meet the agreed grant conditions. Furthermore, the association loses its eligibility for grants for two years.
- The activity for which the grant was awarded is discontinued or changes so that it no longer meets the granting conditions
- If the association ceases its activities, it must notify the municipality’s register office at kirjaamo@janakkala.fi
General and targeted grants are applied for using the same electronic form.
The form will be open during the application period from March 14th to April 15th, 2024 at 15:00.
