The income information must be submitted during the month of starting early childhood education. The income information is submitted electronically through the municipal electronic service, eDaisy. The municipality has the opportunity to use the income information available in the Income Register, provided that the guardians have given their consent. A guardian can also give consent to accept the maximum fee, in which case no income will be investigated. If the income information cannot be obtained from the Income Register and is not provided by the guardians, the customer fee can be determined according to the maximum fee.

Through the benefits information service Kelmu maintained by Kela, we can verify the paid benefits (e.g., pensions, family benefits, sickness benefits, and unemployment benefits as well as basic income support) based on their validity period, provided that we have received information about the benefits from the Income Register.

The customer fee is determined based on the family’s total gross income and family size. The family size includes persons living in a joint household in a marriage or cohabitation as well as under 18-year-old children living in the same household.

Additionally, the need for care hours affects the customer fee.

If hours are reserved and/or used beyond the agreed hour limit, the customer fee will be charged according to the next hour limit.

If there are multiple children in early childhood education in the family, the youngest child is defined as the first child. For the next child in early childhood education in age order, the fee is defined as a maximum of 40% of the youngest child’s fee. The fee for any other children in early childhood education in the family is defined as a maximum of 20% of the youngest child’s fee.

The municipality of Janakkala has the possibility to check income information from the Income Register maintained by the Tax Administration. However, the use of information obtained from the Income Register requires the guardians’ consent. Due to incomplete data from the Income Register, entrepreneurs must provide their income information themselves.

If a child is absent for over 10 operational days during a calendar month due to illness, half of the monthly fee will be charged. If the illness lasts the entire calendar month, no fee will be charged. If a child is absent for the entire calendar month for other reasons, half of the monthly fee will be charged. Full payment will be charged if the child is in early childhood education for even one operational day.

When early childhood education starts and ends in the middle of a month, the customer fee is proportionate to the hours used.

The customer fee will not be charged if the child is absent during the parental allowance period. For absences lasting more than five (5) days, notice must be given at least one month before the planned starting date. For repeated absences lasting 1-5 days, notice must be given one (1) week before the planned starting date. For a one-time absence lasting up to five (5) days, there is no obligation to notify, and no fee credit will be given. Absences during the parental allowance period must be reported to the child’s early childhood education place and with a change notification in eDaisy, to which the decision regarding the parental allowance period should be attached.

The customer fee for early childhood education is charged for 11 months if the child’s care relationship has lasted for the entire operational year (1.8.-31.7).

Holiday days do not reduce the customer fee.
