Tervakoski school center Valo
The first phase of the Tervakoski school and multi-purpose center, koulukeskus Valo’s KVR contract, has been completed and the municipality accepted the school building constructed by YIT Rakennus Oy on August 5, 2025. The building and its outdoor areas were completed on schedule. The indoor areas were completed on May 22, 2025. The external areas were completed on August 5, 2025. The school started its operations in the new premises on August 6, 2025.

How has it come to this point?
The implementation of the Tervakoski school and multi-purpose center has a council investment decision dated December 10, 2018 (council decision 10.12.2018 § 65). The investment decision stated that the project plan would be updated according to the requirements of the site. The council approved the updated project plan for the Tervakoski school and multi-purpose center in its meeting on April 11, 2022.

The estimated target price for the first phase of the new building was 13.7 million euros (VAT 0%) in January 2019. The index-adjusted budget for 2023 was 15.782 million euros (VAT 0%) in November 2022. The council decided on April 17, 2023, on 18.8 million euros (VAT 0%).
Schedule for new construction: Planning and construction from June 2023 to August 2025.
Financing and contracting model:
The project is financed by the municipality’s own funds. The contracting model is KVR (total responsibility construction).
The acquisition of the new building was carried out through a negotiation procedure. The process can be briefly described as follows: Registration as a bidder => Selection of bidders => Preliminary request for proposal => Preliminary bids => Negotiation phase => Final request for proposal => Final bids => Selection of contractor. Before starting this process, the client, i.e., the municipality, had to establish the so-called Client’s requirements for the project, which created the boundary conditions and quality requirements for the upcoming new building.
A deviation permit was requested from the municipality for exceeding the construction area. The new building received a positive deviation decision and the legally binding certificate from the Hämeenlinna Administrative Court was obtained on March 21, 2023. On April 17, 2023, the council made a decision regarding the KVR contractor of the site. The contract between the municipality and YIT Suomi Oy was signed on June 5, 2023.
The building permit application was submitted in June 2023. The building permit was granted on the permit date of June 22, 2023. However, an appeal was filed against the building permit, which the concerned party withdrew before the official processing. The matter was reported by, among others, Janakkalan Sanomat and Hämeen Sanomat. The start of construction was delayed by approximately 4 weeks from the target schedule. Possible cost impacts on the municipality due to the delay will become clear as the project progresses.
Construction was completed on schedule and users were able to move into the new premises at the beginning of the 2025 academic year. A functional courtyard area was built in front of the Delfort Arena to serve the school’s students and other Tervakoski residents.
