Report unethical behavior and suspicions of misconduct
The ethical reporting channel of the municipality of Janakkala is a place where municipal employees, contractors, residents, and external stakeholders can report illegal activities or misconduct. The suspicion of misconduct can target an individual official, employee or elected official, or, for example, the production of municipal services, procurements, contracts, or decision-making.
The ethical reporting channel helps to combat corruption and promote ethics. At the same time, it gives the municipality the opportunity to address issues and improve its operations.
The background of the ethical reporting channel is the EU Directive 2019/1937 on the protection of persons reporting breaches of law and the law on the protection of persons reporting breaches of European Union and national law.
What does misconduct mean?
Through the channel, anyone from the staff of the municipality of Janakkala or those in contact with the municipality can confidentially report a suspicion of crime, violation, or misconduct.
A report of misconduct can be made regarding suspected unlawful or rule-breaking activities or other unethical conduct. The whistleblower does not need to have comprehensive evidence, but the report should provide all information as accurately as possible so that the matter can be processed. Reports should, however, be made honestly and in good faith. The reporting system should not be used for improper purposes. The municipality will investigate possible misconduct based on the reports if they are found to be justified.
You can report suspected violations in the activities of the municipality of Janakkala concerning, among other things, the following areas:
- public procurement, e.g., bribery, corruption, abuse of office
- thefts, embezzlement, misuse of municipal information and property
- protection of privacy and personal data as well as security of online and information systems
- actions that violate laws, regulations, and guidelines, which cannot be addressed through the municipality’s normal processes
How is a report made?
A report is made by filling out the ethical channel’s report form with as accurate a description of the suspicion as possible. It is the whistleblower’s responsibility to provide the necessary information to advance the matter. Incomplete reports cannot be processed. Reports can be made either completely anonymously or with personal contact information, as preferred.
Processing of reports
The reporter will receive a confirmation of the receipt of the report through the reporting channel within six days of the receipt of the report. The processing will be conducted confidentially and access to the reporting information will only be given to authorized processors. If necessary, additional information may be requested from the reporter or experts during the processing. Confidentiality will never be compromised.
A decision will be made on each report no later than three months after, if possible. The processors will inform the reporter of the decision once the processing is completed.

- You may be asked questions during the processing, so remember to visit the tracking page regularly as the process progresses. Reports made with incomplete information cannot be advanced.

- We cannot restore a lost password once you leave the page. If you lose the code, the report must be submitted again.
