2026 financial forecast has improved
The agenda of Janakkala’s municipal executive for 26.10.2026 includes, alongside the budget for the coming year, an interim report for the period 1.1.–30.9.2026.
An updated forecast for the full year has been prepared in connection with the interim report. The result is forecast to be a surplus of approximately 588,000 euros. The forecast is about 1.78 million euros better than in the revised budget, which allowed for a deficit of 1.19 million euros. The forecast includes the Janakkala Water municipal enterprise.
The finances have been strengthened by lower-than-expected operating expenses and a favourable development in financial income and expenses. The result is also improved by a one-off sales profit of about 562,000 euros from the corporatisation of social and health care properties. The forecasted surplus therefore does not indicate that the economy is permanently balanced, and balancing measures are still needed.
The realized result for January–September, including the municipality and the municipal enterprise, was a surplus of 2.33 million euros. However, the early-year result cannot be directly extrapolated to the whole year, as revenues and expenses accumulate unevenly. The weather for the remainder of the year will affect both heating costs and the costs of maintaining streets and properties one way or another.
Tax revenues decrease, unemployment contribution payments increase
Operating expenses for the full year are estimated to come in about 878,000 euros under the revised budget. Savings are expected especially in purchased services as well as energy and personnel costs. A short winter has reduced, among other things, winter maintenance costs.
Tax revenues are forecast to total about 42.45 million euros, which is 340,000 euros less than in the revised budget. A lower-than-expected collection of municipal income tax and property tax is partially offset by a better development in corporate tax. The municipality’s contribution payments for unemployment benefits also increase: the forecast includes a 100,000 euros provision for this.
Effects of balancing measures approximately 830,000 euros
The combined impact of the financial balancing measures, co-operation negotiations and the termination of activities at the Pesäpuu daycare is estimated at about 830,000 euros this year. The total is close to the set target. The effects are included in the annual result forecast.
The postponement of the second phase of the Turenki school and multipurpose centre reduces this year’s investment expenditures. The project’s 2026 appropriation is proposed to be reduced by about 4.38 million euros. The postponement eases this year’s financing need but does not remove the investment needs of coming years.
In financial matters, the municipal executive will also decide on tax rates at its upcoming meeting. Both the property tax and the income tax rate are proposed to remain unchanged.
