Chief executive’s budget proposal: The year 2027 implements the major decisions
In Janakkala we are moving from big decisions to concrete actions. This year has been a year of significant guidelines: the municipality approved a new municipal strategy, decided on a service network plan until 2040 and balanced its finances.
In 2027 the focus turns to implementing decisions and the municipality’s determined development. The municipal strategy moves from plans to practical actions. Courage to renew and strengthening vitality will be visible even more strongly in the municipality’s operations. Janakkala will invest especially in strengthening vitality and entrepreneur-led activities. At the same time the municipality will invest in digitalisation and utilise artificial intelligence. In addition, the chief executive’s budget proposal includes an increase in appropriations for municipal marketing.
– In 2027 we look ahead determinedly. Strict fiscal discipline continues and at the same time we must keep expenditures under control and carry out reforms. We need to strengthen vitality: new companies, residents, jobs and investments. Now is the time to put the decisions already made into practice. Our goal is a bold, financially stronger and more vital Janakkala, says chief executive Riikka Moilanen.
In the chief executive’s budget proposal, the municipality and the Janakkala Vesi municipal enterprise have a deficit of -€579,237 for 2027. According to the proposal the planning year 2028 is still in deficit, but the plan foresees the municipality’s finances turning slightly into surplus in 2029. The municipal tax rate is proposed to remain unchanged at 8.9 percent.
– A year ago my budget proposal for 2026 was €2,718,806 in deficit. So we have made decisions in the right direction and are gradually reaching financial balance. However, the work is still ongoing, continues chief executive Moilanen.
The chief executive’s budget proposal includes an appropriation of €5.5 million for investments. The most significant investment will be the second phase of the Turenki school centre, i.e. starting the construction of the lower secondary school. €13 million has been reserved for the entire planning period and €3.1 million for the coming year. It will soon be decided whether Janakkala’s upper secondary school will be located in the same or a separate building. In addition, regarding the Tervakoski school centre, in 2027 the condition and usability of the old coeducational school’s so-called E-wing will be investigated. Demolition of the old school building is recorded in the financial plan for 2028.
During 2027 the future options for the swimming hall and their financial impacts will be investigated. At this stage the budget includes appropriations only for the investigative work. The funding need for possible follow-up measures will be specified when the investigation is completed. In addition, during the year progress will be made on the planned transfer of the upper secondary education operating licence to the Tavastia education consortium.
The chief executive’s budget proposal can be found on the agenda of the municipal executive meeting.
The Janakkala municipal executive will consider the budget on 26–27 October 2026 and the municipal council on 16 November 2026.
