Agricultural subsidies
The purpose of farmer subsidies is to ensure the profitability, continuity, and security of supply in production. Farmer subsidies are funded by the EU’s agricultural support fund, the EU’s rural development fund, and national resources.
Agricultural subsidies are applied for electronically through the Farmer’s online service Vipu.
EU’s Common Agricultural Policy 2023-2027
The implementation of the EU’s Common Agricultural Policy for the period 2023-2027 began gradually on January 1, 2023. The implementation of the policy particularly emphasizes mitigating and adapting to climate change, animal welfare, and attracting new farmers to the sector. Maintaining farmers’ income levels, developing rural areas, and enhancing risk management are also focal points of the reform.
Finland’s CAP plan covers direct agricultural subsidies, project subsidies for rural development, and partially agricultural market supports. The CAP plan outlines the goals of agricultural and rural policy and the measures to achieve them.
The content of the CAP plan is decided by the Finnish government, and the Commission approves Finland’s plan in the EU.

Vipu Online Service and Vipu Mobile
Vipu is an online service for farmers. In the Vipu service, you can conduct electronic business and view your farm’s subsidy application data and maps. You can browse your farm’s information and utilize mapping functions even outside of the subsidy application process.
Vipu Mobile is an application developed for information exchange between farmers and the administration on smartphones. In the first version of the application, the farmer can view information on subsidies paid in a given year, similar to what is available in Vipu. Additionally, farms under control can respond to inquiries issued by inspectors regarding the growth plots through the application. The response is linked to a photo from the correct angle of the growth plot.
Only primary farmers of the farm can initially access Vipu Mobile. Development of the application continues function by function. Get the app!

Changes in Farm Operations
Remember to report changes. Notifications of changes affecting subsidies at the farm must be made to the agricultural office within 15 working days.
• farm sales, generational changes
• changes in account numbers and addresses
• changes in farm participants
• notification of transfer of overall farm management
• changes in rights to electronic services
• transfer of environmental compensation commitments, e.g., to a successor
• registration as a primary producer of feed production
• changes in the animal keeper register
