Request for comments from organizations: sports services fees and charges 2026
Janakkala municipality’s sports services request statements as part of the preparation for the matter fees and charges for sports services 2026.
Statements are requested from the municipality’s sports facilities users: sports clubs and associations, and additionally from the senior and disability advisory board and the youth council.
Sports services fees and charges
The council decided on January 26, 2026 §4, in connection with balancing Janakkala municipality’s finances, that venue fees for sports facilities will be introduced for under-18s’ time slots.
According to section 25 of the rules of procedure, the committee approves fees and charges within its division in accordance with the general principles decided by the municipal council.
This proposal updates the following sports services price lists (in Finnish):

The head of sports services has financial responsibility for the result area and acts as the preparer of the fees and charges.
Note that the attachments show prices excl. VAT (VAT 0) and a price example where VAT has been included in the price. The committee decides on the VAT 0 price and the value added tax is determined according to the currently applicable VAT rate.
As part of the preparation there is engagement and statements are requested from sports clubs and associations, and additionally from the senior and disability advisory board and the youth council.
Statements are requested on the following matters:
- Reasonableness of fees for under-18s
- Fee classifications
- Change in event pricing
- Schedule
Statements are requested via a survey form, which is open until 26.03.2026 at 23:55. Link to the survey form (in Finnish).
A summary of the statements will be attached as supplementary material. Additionally, a preliminary impact assessment will be carried out as part of the preparation.
The fee and charge changes affect children and young people
The proposal is that fees and charges will be implemented for under-18s’ practice sessions in all premises administered by the municipality. Previously there were two price classes: under-18s and over-18s & mixed groups. Additionally, some premises have had a separate price class for pensioners.
The proposal suggests modest venue fees for under-18s’ sessions, and additionally creates a new fee category for 18-28-year-olds, i.e. young adults under the Youth Act. The aim of the new fee classification is to ease the costs of young people’s hobbies. 18-28-year-olds are in a life stage often characterized by becoming independent, studying, entering working life and often moving to cities. In this age group, reaching adulthood (18 years) brings full rights and responsibilities, such as the right to vote and responsibility for one’s own finances.
Event entrance fees or the nature of the event would no longer affect the price
Previously, the venue rental for events in sports halls has been affected by whether the event charged an entrance fee and by the nature of the event (sport/other use). In the updated price list these are removed and one price excl. VAT (VAT 0) will apply to event bookings. The VAT rate will be determined based on the nature of the event.
Price lists would enter into force gradually
The proposal is that the price lists would be introduced in stages. Venue rents will not increase during the ongoing season but, for example, in sports halls from June 1:

Decision-making after the comments
After the comment round, the proposal will be prepared for the next possible welfare committee meeting for decision.
