Municipal executive: Janakkala’s co-operation negotiations concern the entire staff
Janakkala’s municipal executive decided on 12.1.2026, according to the proposal, to initiate co-operation negotiations due to economic and production reasons. The negotiations were expanded to cover the entire staff, i.e., approximately 600 employees. In the chief executive’s draft decision, the education services had been excluded from the scope of the negotiations.
The negotiations aim to reduce personnel costs in 2026 by at least 200,000€ and from 2027 onwards by 700,000 – 1 million euros. To achieve the savings, a reduction of 10–15 person-years of labor is required.
The financial balancing program proceeds to the municipal council
The municipal executive decided to propose to the municipal council a financial balancing program that includes, among others, the following cost-saving measures:
- discontinuation of the library car,
- closure of 2–4 village schools,
- developing schools’ after-school activities and open early childhood education so that their costs decrease,
- reductions in upkeep of sports facilities,
- reducing purchases of expert services for the technical division,
- reducing staff training funds,
- halving the value of the E-pass, and
- developing municipality’s customer service
Alongside the savings, revenues would be increased by introducing sports facility fees for those under 18.
The measures selected for continuation are estimated to have an impact of 717,500€ for 2026.
Among the financial balancing proposals were also merging the libraries and closing the swimming hall, which were decided to be handled in connection with the service network plan under preparation.
– The financial balancing process aims for a comprehensive outcome that will correct the deficits of the planning years. Balancing work is not only about saving; it is also about bold decisions on what the municipality will invest in in the coming years and decades, says the chair of the municipal executive Reijo Löytynoja.
Janakkala municipality invests in business services
The municipal executive approved the service agreement between the municipality and Janakkalan Yrityskehitys Oy (Janakkala Business Development) in accordance with the proposal. With the contract model, Janakkala’s business services will be developed in a more effective direction by bringing the services together into a clear whole under the management responsibility of Janakkalan Yrityskehitys Oy.
The municipal executive’s minutes will be published after review. (in Finnish)
