Janakkala’s building regulations revision – proposal on public display
The draft of Janakkala municipality’s building regulations has been completed. The reform has taken into account the Building Act that entered into force on January 1, 2025.
The structure and order of topics in the building regulations differ from the currently in-force building regulations because the preparation used the Association of Finnish Municipalities’ template. A uniform structure with other municipalities improves the comparability of the regulation and clarifies the whole.
A new Chapter 7: Biodiversity in building has been added to the building regulations. The chapter contains provisions, among other things, on tree-planting obligations and on taking into account the climate and environmental impacts related to construction.
Key changes
Effects of the Building Act
- The building code has been updated to comply with the new Building Act.
- Projects requiring a permit and projects exempt from permit requirements are listed in accordance with the Act.
- The need for permits for landscape work, demolition, and siting has been updated to reflect the new regulation.
- The appeal period for building permits has been extended (30 days + 7-day announcement period).
- The Building Act reduces the need for permits, but at the same time emphasizes the property owner’s responsibility for the lawfulness of construction.
Sparsely populated areas
- Two separate detached houses are permitted on a building plot.
- Outside the shoreline area, the maximum building right for a holiday residential plot is 7% of the plot area, but at least 100 km² and at most 300 km².
Shoreline areas
- Minimum distances for buildings exempted from permit requirements (e.g., shore saunas) have been removed.
- The plot must include a vegetated protective belt at least 15 meters wide, on which no buildings or structures may be placed.
- The minimum building right for shoreline areas increases from 60 km² to 80 km².
- The presence of a stove in a building determines the building’s intended use and the need for a permit.
