Operating grants for cultural associations
In 2025, grants of a total of 10 000 € will be awarded for the activities of cultural associations. Grants can be applied for once a year, and electronic applications must be sent from March 14, 2025, until April 15, 2025, by 3 PM. Any unallocated grant funds may be distributed at a later date.
Grants are awarded to registered associations operating in Janakkala. The grant is specifically intended for regular cultural activities aimed at Janakkala residents*, with the majority of participants needing to be Janakkala residents. The governing body may deviate from this in special cases. The operational grant for cultural associations can be a maximum of 35 % of the association’s actual operational expenses.
The cultural department prepares a proposal and background material for the welfare board regarding the distribution of grants. The welfare board decides on the granting of the funds, after which the decisions are communicated to the applicants.
*According to Section 1 of the law regulating municipal cultural activities (166/2019): “Municipal cultural activities refer to actions through which the municipality promotes the making, practicing, availability, and use of culture and art, as well as art and cultural education and cultural heritage.”
Assessment criteria for cultural association operating grants
When awarding grants, the significance of the applicant’s activities for the cultural life of Janakkala is assessed based on the following:
- Public benefit and impact
- Accessibility and transparency
- Unique characteristics; what is offered that would not otherwise exist in the municipality
- Collaboration with Janakkala’s cultural services and other associations
- Demonstrated financial need
Grants may be awarded for regularly organized activities such as:
- Open, culturally oriented events and programs
- Organization of cultural events open to all
- Cultural and arts education activities
- Exhibition activities
- Preparation and execution of performances
- Other artistic work
Grants cannot be awarded for:
- Acquisition or renovation of fixed property
- Expenses related to business operations (Income Tax Act, Section 23)
- Basic and vocational education, or student fees for basic art education
- Study or recreational trips, or for meal, travel, or accommodation expenses
- Payment of prizes or raffle winnings
- Loan repayments or interest payments
- Activities already significantly supported by the municipality of Janakkala
- Associations without an operational plan
- Newly established associations until they have completed at least one full fiscal year
- Associations in such poor financial condition that general operational prerequisites are not met
- Applications missing required attachments or with severely incomplete documentation
Grant use reporting
The operating grant must be used for costs arising from the supported activities during the grant year. Upon request, a report on the use of the grant must be submitted to the cultural producer. The report must clearly specify how the funds were used and where these costs appear in the association’s financial statements.
Repayment obligation
If the grant decision is overturned upon appeal, or if the funds are used for any purpose other than that for which they were applied or granted, the municipality has the right to reclaim the grant.
Any change in the intended use of the grant or extension of the usage period must always be applied for in writing to the cultural producer. Well-justified changes may be approved, avoiding the need to return the grant.
The recipient is required to repay the grant in full or in part if:
- The grant has not been used during the year of allocation and an extension has not been applied for
- The supported activity is discontinued or altered such that it no longer meets the conditions under which the grant was awarded
- The recipient fails to provide an acceptable report on the use of the grant when requested
