Animal husbandry and keeping place
Who needs to register?
An animal keeper who has in their possession at least one of the animals listed below is required to register as an animal keeper for that animal species.
This obligation applies to all animal keepers, including those who do not have a farm, or who keep animals only for a short period (summer grazing, events).
The animals to be registered are:
- cattle
- pigs (including mini pigs)
- sheep and goats
- bees and bumblebees
- alpacas and llamas
- horses
- poultry
What should be reported to the register?
Keeping of an animal species
• starting
• suspending
• restarting
• ceasing
Location of the animal species (building or land)
• establishment
• maximum capacity
• additions and removals of the animal species
• cessation
From April 21, 2021, the applicable EU animal health regulations also require the registration of locations for gametes and embryos that do not require separate approval. Such locations for gametes and embryos are registered in the animal keeper and holding register.
How to register?
Notifications can be made through the animal keeper and holding register’s service application at http://epr.ruokavirasto.fi.
You can also submit the notification on a paper form to the municipal rural business authority.

Cessation of animal keeping
When you completely or temporarily cease animal keeping, update your animal register information. The animal registers refer to the animal keeper and holding register as well as the cattle, sheep, goat, and pig registers.
- Submit notifications to the animal registers
- Maintain the holding’s bookkeeping
- Invalidate and dispose of excess animal identifiers
