Janakkala’s building supervision serves you when you start building or when you make modifications to your building that require inspection. If you are unsure whether you need a permit for the intended action or if you have any questions about construction, please contact the building inspectors.
Janakkala’s electronic building permit service improves the accessibility of building supervision regardless of opening hours. Builders and other stakeholders involved in construction projects can obtain planning information, submit permit applications or notifications, and communicate with stakeholders at various stages of the construction project.
In the service, you can:
- apply for permits for most construction-related projects, including building permits, action permits, demolition permits, landscape work permits, and extensions for construction
- track the status of your permit application and add attachments to the application
- view previously electronically created permit applications
Submitting a permit application requires strong electronic authentication. This is done using online banking credentials or mobile identification. More detailed instructions for using the service can be found in the instructions section below.
Generally, the application is filled out by the client’s authorized main designer. Those embarking on a construction project and special designers have the right to follow the processing of the application and to supplement it.

Felling trees from the lot
No permit is required for felling trees that pose immediate danger to the environment. The danger posed by the tree must be proven afterwards if necessary.
Additionally, a maximum of 5 trees can be felled from one’s own lot without a landscape work permit, provided that all the following conditions are met:
- A maximum of five (5) trees are felled, and there are still trees left on the lot after felling.
- The zoning or master plan does not contain any protection, quantity, or other regulations regarding the trees (e.g., concerning environmental preservation).
- The minimum number of trees required by the zoning plan is not fallen below.
- Trees can be felled from areas where the zoning plan states that there should be trees. However, a corresponding number of trees must be planted in place of those felled.
- The trees are not landscape-wise valuable, for example, magnificent old solitary trees, tree groups, tree aisles, or similar, whose disappearance would significantly impoverish the environment.
- The trees are not protected under the Nature Conservation Act (protected trees include, for example, black poplars and linden trees as well as natural monuments).
- Written consent from the neighbor is obtained for felling if the base of the tree to be felled is above the property boundary line.
- In housing companies, felling trees must be addressed and approved either at the shareholders’ meeting or the board meeting, and residents must be informed about the felling of trees.
A tree is considered to be an individual with a trunk diameter of at least 7–10 centimeters measured at breast height (1.3 meters above ground). No permit procedure is required for trees/seeds smaller than this.
Need for Landscape Work Permit in Janakkala
The need for landscape work permits is governed by Section 53 of the Construction Act. The municipality’s building supervision is responsible for landscape work permits, and the need for a permit is assessed by the building inspector. Remember to check the need for a permit if necessary!
When is a landscape work permit required?
- In a zoning area, if it involves substantially landscape-altering earthworks (e.g., excavation, filling, and blasting), extensive tree felling, and other comparable measures.
- In a shoreline zoning area, if so stipulated in the plan.
- In a master plan area, if so stipulated in the master plan. Felling trees in areas designated for agriculture and forestry does not require a permit (plan regulations must be considered).
- In an area where there is a construction ban under the Land Use Act for the preparation or modification of a zoning or master plan.
A permit is applied for through the electronic permit service. The fee is determined according to the building supervision’s fee schedule.
When is a landscape permit not required?
A permit is not required for carrying out works necessary for implementing general and zoning plans or for works in accordance with a granted building permit. A permit is also not required for measures that have minor impacts. A permit is not needed for essential preparatory measures related to the implementation of a legally valid plan.
A permit is also not required if the measure is based on an approved road plan according to the Act on Traffic Systems and Roads or an approved rail plan according to the Rail Act.
In all tree felling, it must be noted that nesting trees cannot be felled, and tree felling must not disturb nesting birds between April 1 and August 15.
